Pinned programs are disabled from the new Start menu.
Pinned programs are enabled by default in the new Start menu.
First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion Policies\Explorer\],right-click on "NoStartMenuPinnedList" and click on 'Modify'.
Finally, enter the value "1" (Base Hexadecimal) in the text box and click on 'OK'.
