Apply registry settings according below given steps of screenshots with related changes.
Option of resizing or moving the taskbar is restricted.
Option of resizing or moving the taskbar is enabled by default.
First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion Explorer\Advanced\], right-click on "TaskbarSizeMove" and click on 'Modify'.
Finally, enter the value "0" (Base Hexadecimal) and click on 'OK'.
