The "Text Labels" option is visible instead of the default "Customize" option.

First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Second, go to [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\], right-click on the open area to create a new DWORD value "NoToolbarCustomize".
Third, right-click on the "NoToolbarCustomize" DWORD value and click on 'Modify'.
Finally, enter the value "1" in the text box and click on 'OK'.
