The "Links" toolbar is not visible in Internet Explorer window.
The "Links" toolbar is visible by default, in Internet Explorer window.
First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\] and create a new key with the name "Internet Explorer" under "Microsoft".
Create another key "Toolbars" under "Internet Explorer".
In the hierarchy create "Restrictions" subkey.
Then, right-click in the open area to create a DWORD value with the name "NoLinksBar".
After creating "NoLinksBar" DWORD value, right-click on it and click on 'Modify'.
Finally, enter the value "1" in the text-box and click on 'OK'.
