Tweak for : Windows XP, Windows 2003, Windows 2000
By using this tweak you are able to disable use of the Recycle Bin and permanently remove all deleted items instead. This tweak enables the same functionality as holding the Shift key while deleting items. Files will be permanently deleted with no chance of recovery.

For this, go to Start > Run menu, enter "regedit" and navigate to the registry path listed below. You can create a DWORD value "NukeOnDelete", if this value does not exist.

Now, right-click and modify the value to "1" to permanently delete files without using the Recycle Bin. However, if you want to get back to the original state and use Recycle Bin, change the value to "0".
