Apply registry settings according below given steps of screenshots with related changes.
Option to ‘Shutdown’ the computer without logging into your system is enabled.
Option to ‘Shutdown’ the computer without logging into your system is disabled by default.
First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system\], in the open area right-click on "ShutdownWithoutLogon" and click on 'Modify'.
Enter the value "1" (Base Hexadecimal) without quotation in the text box and click on 'OK'.
Go to [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\], in the open area right-click on "ShutdownWithoutLogon" and click on 'Modify'.
Finally, enter the value "1" (Base Hexadecimal) without quotation in the text box and click on 'OK'. Once you are done. After a restart or logoff, the changes take effect.
